These are the true stories of OSS covert operations during World War 2.

There are three volumes.

They were written at the end of WW 2 and cut to the chase. There is no flowery narration, just hard-hitting facts of their successes, difficulties, and failures. This is the most accurate assessment of intelligence operations from the war.

Before World War II, intelligence activities in the United States were mostly carried out by the Department of State, the Office of Naval Intelligence (ONI), and the War Department's Military Intelligence Division (MID). Hoping for greater coordination of intelligence activities and a more strategic approach to intelligence gathering and operations, on July 11, 1941, President Franklin Roosevelt appointed William J. Donovan to head a new civilian office attached to the White House, the Coordinator of Information (COI). The COI was charged with collecting and analyzing information that may have had bearing upon national security, correlating such information and data, and making this information available to the President, authorized departments, and government officials. The COI operations duplicated but did not necessarily replace functions carried out by the State Department, ONI, and MID.

When World War II started, Donovan worked with the newly created Joint Chiefs of Staff (JCS) to place the COI under JCS control; while preserving COI autonomy and gaining access to military support and resources. On June 13, 1942, the COI became the Office of Strategic Services (OSS). The OSS gathered intelligence information about practically every country in existence but was not allowed to conduct operations in the Pacific Theater, which General Douglas MacArthur claimed as his own. J. Edgar Hoover of the Federal Bureau of Investigation (FBI) and Nelson Rockefeller, the Coordinator of Inter-American Affairs, insisted that the OSS should not operate in the Western hemisphere. For these reasons, the records of OSS covert operations were primarily confined to Europe, Asia, and North Africa. The OSS established more than 40 overseas offices during World War II, extending from Casablanca to Shanghai and Stockholm to Pretoria.

Most records were transferred to two federal agencies after the OSS was eliminated on September 20, 1945. Approximately 1,700 cubic feet of Research and Analysis Branch records ended up at the Department of State. In comparison, more than 6,000 cubic feet of operational records were transferred to what was to become the Central Intelligence Agency (CIA). Note that the CIA was not created until July 26, 1947.

After World War II, OSS veterans in the Strategic Services Unit (SSU) arranged most OSS operational records according to OSS locations, offices, and file categories. For a list of these categories, see the Arrangement of OSS Records.

In 1946, the State Department began releasing records to the National Archives, which had taken over the bulk of Research and Analysis Branch files after the war. The most extensive series consists of intelligence reports relating to political, economic, military, and morale. The information covers nearly all nations. Each series is arranged by document number. The office would assign the next consecutive number to the accounts and correspondence sent to the R & A Branch.

As a historian and bestselling author, I edited various passages for clarity, punctuation, and ease of reading. However, it did not change the information or story in any fashion.

Advertising has been part of the human experience since the first people walked the earth. It comes in many forms; visual, written, spoken, illustrated, and via the five human senses. All advertising is designed to elicit a particular response in the viewer, listener, or reader. In politics, it's to garner votes. If it's a nation alleging misconduct by another nation or denying their wrongdoing, it's generally known as propaganda.

One of the best-known purveyors of government propaganda was Joseph Goebbels in Nazi Germany. Goebbels controlled the message and the media, thereby assuring the German people and the world only heard what the Nazis wished. Today, some U.S. media outlets follow Goebbels's basic premise of news presentation. They report half-truths or spin complete lies. As Goebbels’s preached, “make the lie big, tell it often, and soon people will believe it.” It's the most despicable form of advertising, but it works. In nearly all cases of the U.S., media broadcasting known lies and never correcting them involves politics. The news should be free of politics and personal beliefs. They should ONLY report the story accurately without the newscaster or media outlet incorporating their personal political or personal agenda into the story. Their conduct is considered news media propaganda.

Regarding the ads I present in this book, please remember the time frame of the advertising to fully understand their value and why they were appealing at that time in history. Effective advertising must stimulate one of the human five senses. When two or more senses are stimulated, they reinforce each other within the brain and help provide the reaction sought by the advertisement. As an example, the use of free food tastings at a store hits all five senses: visual, taste, smell, touch, and hearing the person providing the sample verbally pitching the product. It works; that is why it is done.

The politically incorrect, racist, and sexist ads are offensive. To illustrate the history of advertising in the educational realm, all ads must be considered for discussion. At the time, these ads were deemed to be non-offensive to the masses. But others would undoubtedly thought otherwise. These ads also demonstrate societal changes through the years. People then did not see these ads as offensive. Today, viewed through a contemporary window, they are. What we see today as non-offensive and acceptable advertising will undoubtedly be viewed differently by future generations. The first political cartoons in England were considered works of art and sold in shops. In some countries, it was the primary method an artist or writer could editorialize on the state of political affairs without facing civil or criminal liability. The cartoon is a combination of satire and exaggeration. Politicians, societal problems, violence, and corruption of all types were the targets

.

Some of the captions are not politically correct by current standards and could not be used today. I have not changed the captions since that would severely reduce their educational value. Sadly, there are countries where a cartoonist will suffer severe consequences or even death for satirizing a powerful politician, dictator, or religious icon.

In closing, delivery systems for advertising will change with advances in technology. Today, there are multiple methods to direct ads to a targeted audience.

Remember that the basic rules of advertising remain constant. The book contains hundreds of images with little or no commentary required. Some are shocking.

This book is to be used primarily as a reference for writers desiring accuracy in their work. It is impossible to list every possible abbreviation or code since technology and laws change, requiring a new or update abbreviation. A writer should double check with the concerned agency for up-to-date accuracy. 

Writers must pay attention to various terms used within law enforcement; as an example, on the East Coast, police stations are generally called Precincts or Barracks. On the West Coast, they are called Divisions or Stations. Also, on the East Coast, criminals are called Perpetrators. On the West Coast, they're called Suspects or Defendants if they have been officially charged in court. Using correct police terminology for a particular agency is imperative to demonstrate you've conducted research.
